What is ESOS Phase 4?

ESOS Phase 4 is the current four-year compliance period of the Energy Savings Opportunity Scheme. It runs from 6th December 2023 to 5th December 2027.

Organisations that meet the ESOS qualification criteria on 31st December 2026 must comply with Phase 4 by 5th December 2027.

Qualifying organisations must calculate their total energy consumption and identify the buildings, transport, industrial processes and other activities that account for at least 95% of it. This significant energy consumption must be covered by ESOS energy audits, ISO 50001 certification, or a combination of the available compliance routes.

The assessment must identify practical opportunities to reduce energy use and calculate suitable energy intensity ratios. Where required, an approved ESOS Lead Assessor reviews the assessment. Board-level directors must also review and approve the findings.

Phase 4 also requires organisations to report the energy savings achieved during the compliance period. Organisations that submitted a Phase 3 Action Plan must review their progress against those commitments as part of the Phase 4 ESOS report.

The organisation must keep an evidence pack and submit its notification of compliance through the government’s MESOS service by 5th December 2027.
