UK's mandatory climate change and energy saving scheme

Following the Spending Review, the Government has announced major changes for Participants of the Carbon Reduction Commitment (CRC) Energy Efficiency Scheme.

 Changes:

  • The first sale of carbon allowances will take place in April 2012. As opposed to the original date of April 2011.
  • There will be no Revenue Recycling. Therefore money paid out for allowances will not be redistributed amongst Participants.

 The changes mean that the scheme will act more similarly to a tax. Participants will have to purchase allowances for every tonne of carbon emitted, the revenue from which will be kept by the government to support public finances.

 Prior to the changes the scheme could potentially cost Participants a maximum of 10% of their allowance payout in the first year; however the scheme will now cost participants 100% of their allowance payout.

 Considerable uncertainty exists surrounding the exact details of the legislation following the Government announcement on 20 October 2010. Further information is expected from the Department of Energy and Climate Change over the next month.

What is the CRC Energy Efficiency Scheme?

The CRC Energy Efficiency Scheme is the UK's mandatory climate change and energy saving scheme


Formerly known as the Carbon Reduction Commitment, the CRC Energy Efficiency Scheme is commencing April 2010. It is central to the UK’s strategy for improving energy efficiency and reducing carbon dioxide (CO2) emissions, as set out in the Climate Change Act 2008. It has been designed to raise awareness in large organisations, especially at senior level, and encourage changes in behaviour and infrastructure. The schemes amended title serves to better reflect the CRC’s focus on increasing energy efficiency.

Introductory Phase

Organisations and Companies with a total half hourly metered supply in excess of 6,000mWh in 2008 which is equivalent to approximately £400k will automatically qualify for inclusion into the CRC scheme.

Phase 1

From April 2010 all companies with a half hourly registered meter will have to register on to the CRC Registry Website and register their supplies.

  • Companies that qualify and do not register within the time period will receive a fine of £5000 plus a fine of £500 per day thereafter up to a maximum of 80 days
  • Companies below the 6,000mWh threshold will still need to make an information disclosure. Failure to do so will result in a fine of £500 per settled half hour meter

Phase 2 - Subject to change following Spending Review

Participants within the scheme are required to purchase carbon allowances each year to cover the emissions for the forthcoming year. Therefore accurate assessment of an organisations energy usage is essential to avoid purchasing unwanted carbon credits.

Phase 2 includes:


  • July – Participants submit their 2010-2011 footprint data and annual report
  • October - National league tables published
  • Phase 2 repeated each year after

A National league table for all participants will be used to show the best performing organisations within the scheme.

It should be noted that the purchase of carbon allowances for the first 3 years of the scheme are expected to be around 8-10% of a company’s annual energy expenditure.
